Who Pays Stamp Duty?

Unfortunately the answer to this is most buyers! First time buyers purchasing a second hand house are exempt up to €317,500, and will pay a reduced percentage on the full amount above this. Any owner occupier, whether first time buyer or not, will not pay any stamp duty on new homes, provided that the area does not exceed 125 sq. meters. In this case stamp duty is payable on the Chargeable Consideration, being either the cost of the site or 25% of the cost of the site plus the building costs excl Vat, whichever is the greater figure.
